yes they are indeed.
cause us leet europes know its not just the electrical resistance of the metal... cause that would only divide the current into different amounts. the real reason is that the electrical charges repel each other... so in fact the current only flows on the OUTSIDE of the metal shell. he could easily touch the metal at the inside of the car without being harmed. the hint to keep his hands in the middle was just for safety reasons (to be completely sure. you know... germans :)
